Europe experienced widespread relief on Monday, as the crisis sparked by the announcement of a new comprehensive peace framework for ending the war appeared – temporarily – to have been stabilised. A Washington representative spoke of "significant advancement" after bilateral negotiations in Geneva. On Monday night, Russian leadership made its response: an extensive attack of aerial bombardment on Kyiv.
The Cycle of Negotiation and Warfare
The succession of contrasting events captured the harsh reality of the recent timeframe. By day, diplomatic battles are waged: optimistic declarations are delivered from various governments. Considerable effort is allocated on restraining specific proposals. By night, Moscow brutally reminds the world that, for them, military action persists as the main instrument for achieving "settlement".
Nighttime Reality
As military strikes developed into the early hours of Tuesday, the immediate reality of Ukraine's defenselessness was revealed. Ukraine is able to track missile launches from across the border, a capability provided through current data. From vantage locations, military aircraft that had been scrambled to counter approaching cruise missiles roared overhead – sophisticated military planes provided to Ukraine by Western partners.
Shortly after, Kyiv's air-defence systems engaged: multiple launches targeted at a incoming threat. This was a sophisticated defense system at work, most likely supplied through allied countries. Every launch jolts you unexpectedly, rattling buildings. The moment of terror quickly becomes resigned acknowledgment: perhaps the incoming missile won't hit its mark this time, sparing the city from catastrophe and additional electricity failures.
Ongoing Risks
Not long after, a automatic firearm opened up on a unmanned aircraft in the vicinity, part of a defensive team – probably Western-made equipment. Unfortunately, the projectiles didn't strike the enemy aircraft – it pressed on overhead toward its target.
Intermittently, this carried on until dawn. Kyiv greeted the daybreak reports: seven people killed, destruction and heating outages in multiple buildings as a result of the nocturnal offensive. As customarily, everyone still continued their routines – experiencing conflict. But those entire period illustrated Ukraine's critical military reliance on international aid – a reliance that regional partners are demonstrably unable to fill in the near term.
Failed Diplomacy
The detailed framework from US administration provoked deep reactions, discussion and deep concern – and momentarily shifted focus from Ukraine's largest corruption scandal in years. Yet, we have experienced comparable situations, after previous diplomatic encounters and multilateral gatherings.
Every new initiative from Washington follows the same pattern: a negotiation push against Ukraine, which Kyiv, with allied governments, effectively counters. They stabilise the situation but never actually achieve victory. This pattern will, certainly, persist.
Strategic Calculations
It is easy to blame specific actors of persistently promoting Kremlin's demands. But that does not seem to be the entire situation. US administration works based on a premise understood by experienced diplomats: you cannot achieve through diplomacy what you have failed to defend militarily. The American government presumes that it is impossible to pressure the Kremlin to relinquish the land that it presently holds in Ukraine's south or east.
The problem is that while accepting these circumstances, Washington does minimal to deter Moscow, through statements or actions, from assuming that the current condition will not change more in its benefit in the months ahead.
Divergent Views
Therefore, the Kremlin is convinced that the clock favors them – that Ukraine and its allies are approaching exhaustion. Their motivation to sign a deal that does not give them the greatest potential benefit is almost completely absent. There may be numerous efforts to stop fighting, but they will carry on as long as Russia's leader remains completely certain in the outcome.
On the contrary, Ukraine's government believes that Ukraine can still persist, slowly losing lives and land but averting a entire defensive failure until conditions improve in its favour.
Present Conditions
Factually, there are no real preconditions for a truce. Now, individual motivations are coming into play: personal goals to mediate resolution and achieve global acclaim, and Ukrainian leadership's double obstacles – on one hand, not to alienate a key ally, and on the other, to rally Ukrainians around the national cause against any proposal Kyiv finds unworkable, so that their attention does not switch to domestic problems. And although their task will now be significantly challenging after current events, it remains very improbable that this will modify their basic position.
These opposing factors are guiding negotiations.
Summary and Prospects
It took a mere seven days to terminate the suggested clauses of the most recent proposal. Forceful and unpredictable management of the matter by US administration, pushback by Ukraine and the other European countries, along with calming attempts of negotiators, and finally, latest revelations, all did their job.
While new proposals based on previous concepts are approaching, Kyiv, London and other Western governments should reach an essential realization: Ukraine and Europe will only be able to resist diplomatic offensives from Washington that are founded on Moscow's terms and show certain reluctance to alter the situation, if they remain united and enhance their military capacity at a considerably quicker tempo. If they do, neither external pressure nor military threats will be able to overcome them. In the meantime, Ukraine's ability to counter nocturnal attacks will, for the predictable period, primarily depend on sustained allied backing.
